What is MIPS?
The Merit-based Incentive Payment System (MIPS) is a reporting option within the Quality Payment Program which allows Eligible Clinicians to earn a performance based payment adjustment on Medicare payment. The Quality Payment Program, established by the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA), is a quality payment incentive program for physicians and other eligible clinicians, which rewards value and outcomes in one of two ways: through the Merit-based Incentive Payment System (MIPS) and Advanced Alternative Payment Models (APMs).
How is MIPS scored?
MACRA defines four performance categories for MIPS, linked by their connection to quality and value of patient care. Quality represents 45%, Improvement Activities represent 15%, Promoting Interoperability represents 25%, and the Cost category represents 15%. For 2019 reporting, the Cost category will contain the measures previously associated with the Value-Based Modifier and will be automatically calculated by CMS via administrative claims. No data submission is required.
How do I satisfy MIPS Reporting options if I have fewer than 6 measures to report?
If an outcome measure is not available, then eligible clinicians or groups should to submit a high priority measure. Eligible Clinicians or groups should also meet the data completeness requirement (at least 60% of possible data submitted) for each measure submitted.
If you or your group submits data on fewer than six quality measures, CMS will conduct an eligible measure applicability (EMA) process to identify clinically related measures you could have submitted when reporting via a Qualified Registry like MIPSwizard.
